Heat oven to 325 degrees. Melt butter in medium saucepan. Pour half the butter into 2 ½ quart baking dish. Pour in macaroni, stir until coated with butter. Sprinkle cheese over top. Add flour to pan with remaining butter, cook to form a paste. Add salt and pepper. Pour milk into pan, stirring until milk is hot. Pour milk mixture over macaroni.
Bake uncovered for one hour.
